I suppose its a pretty clever way to use the keyservers as the data is distributed automatically and cannot be removed. A pirates wet dream!

evaluates this new situation:
This might be a copyright problem for organizations and companies running SKS keyservers and I have an evaluation ongoing if openSUSE can still provide an SKS keyserver if we face this issue.
